IBooks on IOS11.3 on the IPhone is fairly accessible in terms of reading a book.
In terms of moving around a book for study purposes, the lack of a means to move to a specific page and the inaccessibility of the notes feature make it less than ideal.

Navigate to chapters through the Table of Contents
VoiceOver starts reading at the top of the page, even if the chapter's title is in the middle of the page.
Navigate content by pages
Print page breaks are not supported
Navigate by reflowed page number
It is possible to move from page to page but the reading system has no means to jump to a specific page number without utilizing bookmarks or the Table of Contents.
Read navigation information
It is possible to read the current page, how many pages are left in the chapter, but not the name of the immediate previous heading without losing the reading position.
Perform a search, review the search results
VoiceOver does not give focus to the exact text when the search result is chosen, but instead lands at the top of the page containin the search text.
Highlights, Notes, and Bookmarks
Add a Bookmark or Highlight
IBooks allows bookmarking of specific pages and one can move through the bookmarks by activating the "Table of Contents" button and selecting "Bookmarks" instead of "Contents". Bookmarks can be activated or deleted from that list.
Review and navigate Bookmarks or Highlights
Add a note
This function could not be performed using Voiceover. The instructions specified tapping and holding to select the place for the note, and then to choose from "note" or "highlight". This is not possible with VoiceOver running.

Notes cannot be added but when available can be reviewed with Voiceover from the TOC screen.
